By-laws and Policies Overview

A municipal by-law is a rule that is enacted by a municipal government to regulate behaviour within its jurisdiction. In Ontario, The Municipal Act, 2001, mandates the areas in which municipal by-laws can be enacted (e.g., roads, waste management). By-laws often must also comply with other legislation, such as Canada's constitution.

A municipal policy is a principle or course of action that a municipal government has decided should be taken in a particular situation (e.g., health and safety policies, personnel policies).
